Feds investigating Oakland Unified's police force

OAKLAND, Calif. (KGO) --
The Oakland Unified School District's police force is the focus of a sweeping federal investigation that may be linked to former school police chief Pete Sarna.

It's the latest event in what has been a tumultuous year for the dozen or so officers of this small, independently-run police agency.

School district officials were notified of the investigation Friday. "We just received the papers today notifying us that there is a grand jury investigation" into the police force, Oakland Unified School District spokesman Troy Flint said.

Related Contentlink: Follow @abc7newsbayarea on Twitter Last August, Sarna resigned following charges that he hurled racist remarks at one of his African-American officers after a charity golf outing.

Attorney Joe O'Sullivan represents another fellow officer who witnessed that racially charged incident and reported it to school officials.

"Yesterday the Federal Bureau of Investigation notified my client that they were initiating a formal criminal investigation of the Oakland Unified School District's police department," O'Sullivan said.

He said since his client blew the whistle on Sarna, he's been ostracized by his fellow officers.

"Relative to my client, I think it's been quite discriminatory. And also towards the African-American victim of the racial epithets. They've not been assimilated back. There's been retaliatory measures made."

Flint said he wasn't aware of any allegations or potential threats of retaliation. He said, "There was some turmoil. Obviously, when any unit loses its head, it takes some time for everything to restabilize.

Sarna became the school police chief following his resignation from the California Justice Department in 2007. He left that post after he crashed a state-issued car and was cited for driving while intoxicated.

After his resignation from the Oakland School Police, community activists voiced concern when school sergeant Bharin Bhatt was appointed interim chief.

School officials say Bhatt killed Raheim Brown when he shot the 20-year-old several times after he threatened the officer with a screwdriver.

Bhatt was replaced with James Williams, who is currently serving as chief.

"We're very happy with his leadership," said Flint. "Most likely the investigation is not dealing with events that occurred during his tenure."

Oakland Unified Shools says it will cooperate completely with the federal inquiry. But the school district does not yet know the full extent or scope of the investigation.

The U.S. Attorney's Office and the FBI in San Francisco both said they cannot comment on any pending investigations.

許多人認為，高密度脂蛋白（HDL）是「好」膽固醇，若好膽固醇濃度增加，可降低心臟病風險。不過美國哈佛大學醫學院最近發表研究指出，事實並非如此。基因研究發現，高密度脂蛋白濃度增加，不見得能降低心臟病風險。

上述研究成果已發表於「刺胳針」醫學期刊（Lancet）。

許多研究發現，低密度脂蛋白（LDL）可能增加心臟病發生機率，因此民眾、醫界多把低密度脂蛋白視為壞膽固醇。不過醫界還不太清楚高密度脂蛋白濃度增加是否對健康有利，一些增加高密度脂蛋白的藥物研究常讓人大失所望。

美國哈佛大學醫學院近日使用新型儀器測量基因、疾病變異，以檢測高密度脂蛋白與心臟病風險有無關聯性。

研究人員以2萬1000名心臟病患者與9萬5000名非心臟病患者為研究對象，研究發現，高密度脂蛋白越高的人，心臟病風險並沒有降低。

另有一項研究發現，有14項基因變異與高密度脂蛋白濃度有關，這份研究也發現，高密度脂蛋白無法直接保護心臟、降低心臟病風險。

醫師表示，雖然沒有證據顯示高密度脂蛋白能保護心臟免於受到傷害，不過盡量減少低密度脂蛋白攝取量，可幫助維持心臟健康，這點倒無庸置疑。

Man arrested in hit-and-run that killed cyclist

SAN RAMON, Calif. (KGO) --
A San Ramon man has been arrested in connection with a hit-and-run that killed a bicyclist in Dublin earlier this week.

Dublin police say employment attorney Spencer Freeman Smith has been charged with vehicular manslaughter.

They say Freeman left the scene of the crime on Dougherty Road where a cyclist was killed Tuesday. The cyclist, a 60-year-old visiting Chinese national, was found dead on the shoulder amidst the remains of a Mercedes-Benz sedan.

"We got a court order and got a listing of everyone who bought a 2012 in that specific model from Mercedes," Lt. Herb Walters said.

Smith was first on their list because he lived nearby. Smith is an up-and-coming lawyer and a good family man by all accounts. His website talks about seven-figure legal victories and employee rights' cases.

"He's a nice guy. He's quiet," said neighbor Harriet Wilson. "I don't believe that that man ran over somebody and kept going and that person is dead and that is horrible."

On Thursday night police called Smith and met him at the house with his attorney. After serving a search warrant, police found the vehicle inside his garage.

The car was missing the parts that had been found at the scene, according to Walters. "It had extensive front-end damage to the bumper and to the windshield," he added.

Smith has posted $60,000 bail. Police say the investigation is not over yet. They want to know where Smith was before he allegedly hit the bicyclist and whether he was possibly drinking.

TRAVIS AIR FORCE BASE, Calif. (KGO) --
California's attorney general and the wife of a famous general met with service members at Travis Air Force Base Friday to talk about the financial difficulties so many of them are facing, especially in light of the foreclosure crisis.

Travis Air Force Base is in the heart of Solano County where 1 in 12 homeowners faces foreclosure and military families are no exception. The signs are easy to see in neighborhoods there, showing just how hard the foreclosure crisis has hit men and women in uniform.

"Housing market was great. Everybody was buying homes," Staff Sgt. Daniel Villegas recalled. He bought his home at the height of the market, only to fall behind on his $356,000 loan when his mortgage payments went up and the value of his home plunged, dramatically. "At the end of the short sale, the house itself sold for $130,000, so I lost about $250,000 on the home," he said.

Villegas got out of his house through a short sale, but many others in the military lose theirs to foreclosure or fall victim to predatory lending practices. "They're always walking into new communities where they may be taken advantage of and frankly, they have a guaranteed paycheck as well. And, that too makes them very attractive to scammers," said the wife of CIA Director Gen. David Petraeus, Holly Petraeus, deputy secretary with the Federal Consumer Financial Protection Bureau's Office of Service member Affairs.

Petraeus and California Attorney General Kamala Harris held a town hall meeting at Travis. Harris is working hard to encourage passage of the California Homeowner Bill of Rights, a package that includes special protections for military families that mirror those in the national mortgage settlement. "For the military families, the banks will and are required to authorize short sales, loan modifications, or other loss mitigation relief to service members regardless of whether the service member is delinquent," Harris said.

For a service person, losing their home to foreclosure can not only hurt their credit rating, it can damage their career. Many military people depend on a certain security clearance and if they have bad credit or financial problems they can lose those clearances.

CDC: All Baby Boomers Should Get Tested for Hepatitis C

May 18, 2012 -- One in 30 baby boomers may be infected with the hepatitis C virus, but few know it until it's too late for their livers.

In the wake of new statistics showing more than 2 million baby boomers in the U.S. are infected with hepatitis C, the CDC is proposing new guidelines calling for all adults of that generation to be tested for the virus.

Officials say baby boomers, the generation born from 1945 through 1965, now account for more than 75% of all Americans living with the virus. But recent studies show few are aware they are infected or at risk for infection.

"Identifying these hidden infections early will allow more baby boomers to receive care and treatment, before they develop life-threatening liver disease," says Kevin Fenton, MD, PhD, director of CDC's National Center for HIV/AIDS, Viral Hepatitis, STD, and Tuberculosis Prevention, in a news release.

Current hepatitis C testing guidelines call for only those with certain risk factors to be tested for the virus.

The announcement of the proposed change coincides with the first-ever National Hepatitis Testing Day on May 19. After a public comment period, the new guidelines are expected to be finalized later this year.

Hepatitis C: Hidden Killer
The hepatitis C virus is spread through exposure to infected blood. The most common means of infection is through sharing of needles or other equipment used to inject drugs.

Researchers say most baby boomers were likely infected with hepatitis C when they were in their teens or 20s.

Some may have been infected when they experimented with injection drugs, even just once. Others may have been exposed to the virus through blood transfusions before modern blood-screening procedures came into effect in 1992.

Once infected, the hepatitis C virus causes progressive damage to the liver and can go undetected for many years without symptoms. Some people may have symptoms -- like fever, fatigue, dark urine, and abdominal pain -- six to seven weeks after getting infected.

Hepatitis C can lead to serious liver disease and liver cancer, which is the fastest-growing cause of cancer-related deaths. It is also the leading cause of liver transplants in the U.S.

The CDC says one-time testing of all baby boomers for the hepatitis C virus could identify more than 800,000 people infected with the virus, allow for early treatment to prevent liver disease, and save more than 120,000 lives.

Researchers say therapies can cure up to 75% of hepatitis C infections.

"With increasingly effective treatments now available, we can prevent tens of thousands of deaths from hepatitis C," says CDC Director Thomas R. Frieden, MD, MPH, in the release.
